Evidnt Perspectives · Cookieless Advertising

The Cookie Is Dead.
We Never Needed It.

Apple's latest privacy changes are shaking up digital advertising. Here's what CPG brands need to know, and why real retail purchases matter more than ever.

The advertising industry has a tracking problem. Again.

Apple's latest push to restrict web tracking is taking aim at more than third-party cookies. It's challenging the identity infrastructure advertisers have spent years building to recognize consumers across websites.

For brands and agencies, that raises uncomfortable questions. Will audiences get smaller? Will targeting become less precise? Will it become harder to prove advertising actually worked?

If you can't track consumers across the internet, how do you know your advertising is driving sales?

At Evidnt, we've been working on that problem since day one. Not by finding new ways to follow consumers online. By starting with something more valuable: what people actually buy.

1. Apple's Changes Are Bigger Than Cookies

For years, advertisers prepared for the disappearance of third-party cookies by investing in alternative identifiers, identity graphs, and technologies to connect consumers across digital environments. Apple's latest WebKit privacy initiative, as reported by AdExchanger, challenges tracking methods beyond traditional cookies.

For advertisers, this could change how audiences are built, activated, and measured.

01

Less predictable targeting

Cross-site identity restrictions could reduce addressability and reachable audience scale in affected environments.

02

More complex activation

Recognizing consumers across sites, devices, and channels may become harder where restricted identifiers are involved.

03

Fragmented attribution

Linking media exposure to conversions becomes more difficult when tracking signals are limited.

For CPG brands, where many purchases happen offline, that last challenge is especially important.

It's time to stop building advertising strategies around identifiers someone else controls.

2. The Bigger Risk Isn't Losing Cookies. It's Losing Sales Visibility.

Even before Apple's latest changes, CPG brands faced a major blind spot. Traditional retail media and measurement are heavily concentrated around national chains and major retail networks. Those channels matter, but they're not the entire market.

The broader mid-to-long-tail retail ecosystem represents an estimated 40%+ of U.S. CPG sales: independent grocers, convenience stores, specialty retailers, and neighborhood markets.

These are places where consumers discover products, buy everyday essentials, and build brand loyalty. Yet their activity is often underrepresented in traditional retail media reporting.

A campaign might drive incremental purchases across independent stores without that impact appearing in a brand's primary dashboards. Add tighter digital tracking restrictions and advertisers face two gaps at once: less visibility into digital journeys and incomplete visibility into offline sales.

That's not just an attribution problem. It's a business problem.

3. Real Purchases Beat Inferred Intent

What someone searches, browses, or clicks can indicate interest. But a purchase shows actual demand.

Retail transactions reveal which products sell, where categories are growing, how competitive share shifts, and what changes during a campaign. Those insights don't require tracking people across the web.

The opportunity isn't just to replace cookies with another identifier. It's to replace assumptions with evidence.

4. We Didn't Pivot to Cookieless. We Started There.

From day one, Evidnt invested in direct POS integrations across independent retailers, convenience stores, bars, and restaurants. Today, our network spans 28,000+ U.S. retail and on-premise locations.

We use those sales signals to build curated, purchase-based audiences that brands can activate through programmatic deals and managed service campaigns, with optional sales lift measurement grounded in retail outcomes.

In 2025, after years of client requests for more granular, cross-channel activation, we expanded into household-level targeting through LiveRamp and leading curation platforms.

That added more ways to reach relevant audiences across supported CTV and programmatic environments. But it didn't change the foundation of our business.

We added identity-enabled activation. We didn't make identity the foundation of our intelligence.

Our underlying POS sales data does not depend on third-party browser cookies. Identity-enabled targeting remains valuable, but its availability and reach depend on partner integrations, platform policies, and applicable privacy requirements.

5. Five Things CPG Brands and Agencies Should Do Now

01 · Audit your targeting dependencies

Ask your agency, DSP, and data partners which campaigns depend on cross-site tracking, alternative identifiers, or other signals potentially affected by browser restrictions. Know where your scale is exposed.

02 · Test audiences informed by purchases

Go beyond inferred digital intent. Test category buyers, competitive-brand purchasers, and market-level demand signals through curated purchase-based audiences.

03 · Build sales measurement into the plan

Clicks and digital conversions tell only part of the story. Define sales outcomes before launch and evaluate incremental lift where transaction coverage and campaign scale support a reliable read.

04 · Look beyond major retail networks

Independent grocery, convenience, and specialty retail matter. Include these channels when assessing market opportunity and campaign performance.

05 · Start with a test, not an overhaul

Choose two purchase-based audiences. Run a 4–8 week flight through curated deals or managed service. Compare against your existing approach, and add sales lift measurement when feasible. Scale what works.

6. The Future Isn't About Tracking More. It's About Knowing More.

Browsers will change. Identifiers will evolve. Platforms will rewrite the rules.

But consumers will keep buying products, and brands will still need to know what drives those purchases.

Evidnt was built to connect real retail sales signals with audience activation and measurement. We started with cookieless retail intelligence, expanded household-level activation in 2025, and continue to help brands turn purchases into smarter media decisions.

The future of advertising won't be won by whoever tracks consumers the longest. It'll be won by whoever understands what makes them buy.
